When there
occurs a Modal Auxiliary (can, could, may, might, must, should, would, ought to
etc.) in a sentence, its Passive Voice is made by adding be after it and using Past Participle (III Form) of the Verb; for
example :
Active : The worker can carry this load easily.
Passive : This load can be carried by the worker easily.
Active : She may not allow you to enter.
Passive : You may not be allowed by her to enter.
Active : Should you not abide by the rules?
Passive : Should the rules not be abided by you?
Active : You must deliver the goods before Sunday.
Passive : The goods must be delivered by you before Sunday.
Active : We ought to serve our country.
Passive : Our country ought to be served by us.
Active : The mountaineers could not remove the obstacle.
Passive : The obstacle could not be removed by the mountaineers.
